And the bear labeled "good trusts" represents the industrial behemoths, with their effective means of production, had arrived to stay. The bear on the right that is not labeled is considered a hard-working, non-corrupt corporation.

He is dressed this way because he is out to hunt down the bad trusts, just as a hunter would go out with a rifle and knife to hunt down bears or some other animal.
